Assistant town attorney appointed

Mayor Mike Chimenti, under the recommendation of Town Attorney Mike Messenger, appointed Marshall Keller as the assistant town attorney.

Messenger said that Keller has been working on the codes for the past five weeks and reviewing the codebook. He wants him to have some authority if Messenger is not available for Town Council or Town Court.

Town Engineer Anthony Barnett reported that there was a substantial completion of the raw water bore for the golf course and they finalized the pay estimate. 

Fred Crosby, assistant to the mayor, presented a contract from accountants Koerwitz, Michel Wright and Associates for the town’s yearly audit. The bid was $12,500-$13,500, up $200 from last year’s audit price. The council approved the contract for the audit. 

Crosby also presented some quotes for repairing various roofs the town owns. Crosby requested quotes from Wiggins Construction, Atlas Roofing and Apex Roofing. Crosby received information from Wiggins and Apex but not Atlas.

There are several issues regarding insurance claims getting finalized. One property had a very low coverage compared to the cost of repair. Also, a measurement of a roof by drone turned out to not be accurate when measured physically.

Another issue was raised about whether there was a warranty for a roof on one property.

Mayor Chimenti said that they should hold off all the bids until insurance companies figure out what to do.

Crosby brought up town clean up and the large dumpsters placed around town. He said they will be available May 14-22 so there is one solid weekend of use. There will be another clean up in the fall. 

The council also decided to open up Town Hall on May 11. They ordered a sneeze guard to be installed at the front counter. Payments can still be deposited in the drop box out front.

Councilmember Dusty Lewis presented a map for a potential bike path that originated from the Hot City Alliance group. They explored the use of signs and paint on the ground to designate the path. Lewis said that the idea is in seed form. 

Barnett asked if the path would be on the sidewalk or street. Lewis said they don’t have a good option there. There would be angled parking issues with a designated bike lane. It could close traffic and be problematic, using signs might be a solution. Lewis said they are trying to think ahead and keep traffic under control. The group will continue to work on the idea. 

Mayor Chimenti said he will create a letter of recognition for Sam Starnes. Starnes donated his time to paint cable railing and posts all around Candy Jack Park. The town supplied the paint for this project. 

Councilmember Tony Larson reported about work done at the Southside Park. Thirty-five yards of dirt were removed on the front section. They are waiting on the WYDOT road construction project to take out the concrete in front of the benches. Larson said they are also waiting to seed the area because of the need for water when it is put down.
