On the Record policy

It is the Thermopolis Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police department” in the On the Record section are presumed innocent until proven guilty in a court of law.

Correction

The Story “H.O.P.E. Agency hosting events” should read the women’s tea events are the second Wednesday of each month. The first tea was Oct. 11.

Wednesday, Oct. 4

6:43 p.m. Garrett Sides was arrested on a warrant for failure to appear.

Sheriff’s office

Tuesday, Oct. 3

10:44 a.m. Report of someone spray painting a business parking lot.

4:49 p.m. REDDI report, though the suspect vehicle could not be located.

Wednesday, Oct. 4

4:19 a.m. Complainant reported a male subject in dark clothing who appeared to be using a flashlight to look in vehicles. The subject left when a deputy arrived.

1:41 p.m. Traffic control was provided until a broken down fuel truck had been removed from the road.

6:30 p.m. Report of cattle out. When the officer arrived, he observed the animals had congregated near a cattle guard. They were moved back to the pasture and a rope was put up by the guard.

Thursday, Oct. 5

9:06 a.m. Report of various trash being left around.

4 p.m. Report of horses out. The animals were put back in their pasture and the owner planned to fix the fence.

Friday, Oct. 6

11:44 a.m. Call for a motorist assist. Contact was made with the driver, and a tow truck was called.

2:40 p.m. A vehicle struck a box, knocking out cable services for an area. Repairs were made, and there was no damage to the vehicle.

3:17 p.m. REDDI report, though the suspect vehicle could not be located.

7:50 p.m. REDDI report, though the suspect vehicle could not be located.

8:24 p.m. Report of a vehicle vs. cow accident. The animal was deceased and the driver was OK. The vehicle required a tow.

Saturday, Oct. 7

2:16 p.m. Report of an accident at a business parking lot. A state accident report was filed and a male subject was cited for entering traffic without stopping first.

Monday, Oct. 9

12:24 p.m. Report of a deer on the road that had lost use of one of its front legs. A deputy dispatched the animal.

2:24 p.m. Report of goats out. The animals were put back.

Police department

Tuesday, Oct. 3

8:15 a.m. Complainant reported being bit by a dog when going on another property. The dog owner was contacted and verified the dog’s rabies vaccination.

11:16 a.m. A male subject sought treatment for bullet wounds, but left against the provider’s advice. The subject is not from here, and there was no information as to where he was headed and he had no ties to other incidents.

3:18 p.m. Subject wanted to give a heads up regarding a possible child custody issue.

3:30 p.m. Subject reported a fraud, having received a message about a grant and request for money. The reporting party did pay money, but was told the truck with the payment to her was stopped by the IRS.

6:34 p.m. Request to have a subject trespassed. Notices were filled out and served.

8:41 p.m. A subject who was driving dropped a lit cigarette in his lap, causing him to jerk the steering wheel and drive the vehicle into a gully. The driver required medical attention, and the vehicle was removed.

11:45 p.m. Kendall Mastre was arrested on a Washakie County warrant.

Wednesday, Oct. 4

2:13 p.m. An unlicensed vehicle was left in front of the library. The vehicle was tagged and subsequently impounded.

2:30 p.m. A subject who had been trespassed from a business was allegedly yelling obscenities at the business. The subject was cited for breach of peace.

2:59 p.m. A wallet was found in the county. It was later determined the wallet had been stolen from a vehicle and discarded.

Thursday, Oct. 5

9:51 a.m. Gary Apland was arrested on a Probation and Parole arrest and hold for an alleged probation violation.

10:56 a.m. Civil standby to allow a subject to retrieve property. The subject was also served with several notices of trespass.

2:33 p.m. Report of a possible hit and run accident at a local business.

3:07 p.m. REDDI report, though the officer located the vehicle and observed no erratic driving or any clues to substantiate a stop.

11:48 p.m. A minor was found out after curfew and was taken home to his parents.

Friday, Oct. 6

1:02 p.m. Report of a subject bothering another at a residence. The subject was given a verbal notice of trespass.

1:47 p.m. Initial report of a fuel drive off, though the driver later returned and paid.

3:09 p.m. Report of a tortoise out. The animal was returned to its owner.

8:59 p.m. Complainant reported money stolen. The money later reappeared and the reporting party chose not to pursue the matter.

10:54 p.m. Minor subject reported he had no way to get home. Arrangements were made so the subject had a place to stay.

Saturday. Oct. 7

4:53 p.m. Report of an attempted fraud. The caller said he was from a law agency and threatened arrest unless a bond was paid.

5:56 p.m. Report of possible animal neglect. There was no evidence to support the allegation, but the animal’s owner was spoken to.

9:11 p.m. Report of an assault between two subjects. Both were intoxicated and unable to substantiate any crime took place.

Sunday, Oct. 8

6:39 p.m. A found debit card was returned to its owner.

11:30 p.m. Request for assistance from Wyoming Highway Patrol to arrest a subject who had an existing warrant. John Phillips was arrested on a Natrona County warrant.

Monday, Oct. 9

7:56 a.m. Officer responded to a dispute over custody of a child.

9:18 a.m. Assist to another agency for a check on an adult for protective reasons.

5:27 p.m. Thomas Haagensen was arrested for alleged domestic battery and strangulation.

7:06 p.m. Civil matter regarding repossession of property.

11:37 p.m. Following a traffic stop, a female subject was cited for possession of marijuana.

Births

Zeppelin Augustus Bihr was born Wednesday, October 4, 2017, at Hot Springs County Memorial Hospital to Adele and John Bihr.

He weighed 7 pounds, 15 ounces, and was 20.5 inches long.

Grandparents are Helene and the late Mike Fillman and Dean and the late Rosanne Bihr.

Marriage licenses

John Dodge Jr. and Lisa Dodge, both of Thermopolis.

Circuit court

Christopher Decker was found guilty of second-offense driving under suspension and was sentenced to seven days in jail. Fees and fines are $255 .

Zackery Hurley was found guilty of driving under suspension. Fees and fines are $435.

Kelly Burr was found guilty of driving under the influence and was sentenced to 90 days in jail with 89 days suspension and six months unsupervised probation. Fees and fines are $505.

Garrett Sides was found guilty of driving under suspension and was sentenced to 30 days in jail with 17 days suspension and six months unsupervised probation. Fees and fines are $255.

Elisha Smith was found guilty of throwing a burning substance from a vehicle. Fees and fines are $200.
