On the Record policy

It is the Independent Record’s policy that all people arrested or cited under the “Accidents,” “Sheriff’s office” or “Police calls” in the On the Record section are presumed innocent until proven guilty in a court of law.

Sheriff’s office

Tuesday, June 9

3:57 p.m. Washakie County Sheriff’s Department issued a warrant for Dylan Balsted, 22. Sheriff deputies located, arrested and transported the man.

9:07 p.m. Frank Lutz, 60, was arrested at his residence for probation revocation. Charges are pending against a female in the home.

Wednesday, June 10

4:57 p.m. Someone reported water coming over the gravel on East River Road. Upon arrival the deputy noticed Black Willow Draw was full but not on the road yet.

5:02 p.m. Someone reported a blocked culvert on Missouri Flat Road but no water coming over road yet. Upon arrival the deputy observed there was no flooding and made contact with county maintenance.

8:31 p.m. Someone reported horses on the highway north of town. The deputy was unable to locate the livestock.

Thursday, June 11

7:40 a.m. Someone reported goats loose at Hot Spring County Fairgrounds. An officer tried to block goats from escaping and hit a Weed and Pest vehicle. Minor damage was reported. No goats were injured.

Friday, June 12

2:17 p.m. A 33-year-old female was brought to circuit court on a civil warrant and was requested to fill out financial paperwork by court and then allowed to leave.

Saturday, June 13

6:47 p.m. Someone reported a black SUV being driven erratically in the canyon. A deputy located the driver, a 26-year-old female, who denied complaints. The woman was cited for no insurance and given a warning for expired temporary tags.

Sunday, June 14

3:51 p.m. Someone reported a cement truck that passed three vehicles on a double line. A deputy was unable to locate the truck.

Police calls

Tuesday, June 9

12:33 a.m. A suspicious person was reported. When an officer arrived, there was no one in the area.

2:13 p.m. An overgrown lawn was reported.

5:07 p.m. Someone reported harassment on Facebook regarding a post about tattoos on an 8-year-old child.

11:53 p.m. Someone reported suspicious activity by the railroad tracks. An officer inspected the area and reported train engines cycling.

Wednesday, June 10

6:52 a.m. Property damage was reported when a Utah vehicle backed up into a decorative light pole.

9:22 a.m. - 10:03 a.m. Ten calls for overgrown lawns were reported.

1:38 p.m.-2:06 p.m. Six calls for overgrown laws were reported.

8:33 p.m. Someone reported trespassing. A 19-year-old male, 20-year-old male, and a female whose age is not known were unintentionally driving on a private road and were not cited for the incident.

Thursday, June 11

5:01 p.m. An abandoned vehicle was reported parked at a local motel. Officers were not able to find anyone in or around the vehicle.

5:01 p.m. A man was reported laying on the street and talking to himself. An officer identified the man, 35, and told him to move on.

7:00 p.m. A noise complaint was reported by an individual in their backyard who could hear their neighbors engaging in loud adult activities. An officer visited the residence and asked the people to close their windows.

Friday, June 12

2:55 p.m. Natrona County issued a warrant arrest for Addie Wintermote, 31. Officers located, arrested, and brought the woman to Hot Springs County jail.

3:30 p.m. Someone reported property damage they caused to mailboxes resulting in greater than $1000 of damage.

Saturday, June 13

2:37 p.m. Off-duty animal control officer reported possible probation violation for an individual observed at IGA.

3:59 p.m. A family argument was reported by a woman when a male kicked a fan that struck a child in the home. No further action was reported.

5:08 p.m. Someone reported a billfold stolen from a residence. The incident is under investigation.

9:00 p.m. Someone reported neighbor making a lot of noise similar to gunshots while working in their garage.

9:53 p.m. Personal damage accident was reported when a U-haul truck struck the drive-thru sign at McDonald’s causing less than $1000 in damages.

Sunday, June 14

9:19 a.m. A man reported a threatening phone call from a woman in Montana he had lived with regarding her personal belongings. The man wanted to avoid any problems. An officer suggested asking the woman to pick up her belongings at the police department.

Circuit court

Steven JJ Jellis had his jury trial set for Sept. 30 following his warrant arrest and interference charges.

David Howe had his jury trial set for September 30 following his controlled substance arrest.

Hollie Smith has her pretrial hearing June 19 following arrest for assault.

Kevin Norcutt and Anthony Norcutt have jury trials set for Oct. 28 for criminal trespass charges.
